This protocol activates the Node Autonomy Forecasting Engine (NAFE), enabling predictive monitoring of GOV-ΔD01’s potential overreach conditions. The system proactively forecasts when the Deputy Governor Node is likely to approach or exceed its allowable override scope based on:

Before the Node speaks beyond its limits, the Codex will already know.

  • 📡 Notify GOV-Δ001 and quorum council
  • 🧠 Prepare fallback state using Ω1 phrases with escrow-preventative logic
