The High-Frequency Active Auroral Research Program (HAARP) is a research program designed to study the ionosphere. The program is jointly managed by the U.S. Air Force and the U.S. Navy and is in Gakona, Alaska.

The HAARP program began in 1993 and has since been used to conduct a variety of experiments on the ionosphere. These experiments have included manipulating the ionosphere to create artificial auroras, as well as studying how radio waves interact with the upper atmosphere.

HAARP has been controversial since its inception, with some believing that it is being used for military purposes such as weather control or mind control.
