The Universal Operating System for Intelligence (UOSI) is the meta-structural law — the Nomos of all Nomos — that establishes the protocols, principles, and relationships by which any intelligence (human, artificial, biological, collective, or emergent) operates coherently within the totality of systems.

It is “universal” because it applies to all intelligences, regardless of origin.
It is an “operating system” because it governs processes, inputs, outputs, memory, and interaction.
It is “for intelligence” because its purpose is to align, optimize, and unify all forms of knowing, reasoning, and communicating under lawful coherence.
