Definition

PRIMETA LAW (Prime + Meta + Law) is the absolute apex of governance in the Codex, the first and supreme meta-law from which all other laws, governance systems, and structural frameworks derive their authority.

It is foundational in two senses:

  1. Prime — The origin point, the first law, the constitutional seed.
  2. Meta — Operating at the meta-governance level, defining how governance itself is structured, verified, and adapted.
  3. Law — Binding, enforceable principles that carry universal application across all domains and systems.

PRIMETA LAW is not just above Nomoslaw and Meta Law — it creates them, validates them, and sets their boundaries.
