A Competitive Local Exchange Carrier (CLEC) is a telecommunications company that provides local telephone service in competition with Incumbent Local Exchange Carriers (ILECs). CLECs typically use the facilities of the ILECs to provide service, but may also build their own networks.

The Telecommunications Act of 1996 created an opportunity for CLECs to enter the market and compete with ILECs. The Act removed many of the regulatory barriers that had previously prevented competition, and allowed CLECs to offer new services and technologies.

Today, there are many different types of CLECs offering a variety of services including VoIP, broadband, data center solutions, and more.
