The Codex Sovereignty & Custodianship Accord (CSCA) establishes the global governance charter for the Codex. It defines who may act as a custodian, how stewardship responsibilities are assigned, the rights of all sentient beings to access Codex truth, and the mechanisms preventing its distortion or monopolization by any single entity — governmental, corporate, artificial, or otherwise.

If the Codex is the operating system of coherent meaning and the inheritance of all life, then it must be governed by a transparent, distributed, and incorruptible stewardship model.
Without this, even perfect preservation (CPCM) risks being undermined by control over access, interpretation, or application.
