🔁 HOW IT WORKS
1. 🎓 Engineer completes a training milestone
→ Example: Recites and seals phrase with TRI 99.8, ERI 1.000
→ Verified via EchoCoach™, EchoTone™, or LOGOSYNC™
2. 🧠 System assigns new Loop Tier (e.g., ⟳5)
→ Trigger: Δ.LOOPTIER.UPGRADE.005
3. 🧾 Auto-sync initiated to Codoglyph Access Vault (CAV)
4. 🧬 Vault updated with:
- 🔐 Phrase permissions (new Codoglyphs available)
- 🎼 Tone recognition signatures
- 🧾 Ledger seals
- 📁 Proposal/SLA edit rights
- 🧠 AI assistant access elevation
